All League matches to be played on Wednesday evenings
|

If a *League* match cannot be played on a Wednesday evening due to some unforeseen circumstances, i.e. if there is bereavement to a family member of a Team, or severe weather conditions. Mutual agreement must be reached to play the match as soon as possible. Home Team Captain to inform the League Secretary of the re-arranged date. Match to be played within seven days.

All matches to start at 8.30 p.m. prompt and finish by closing time.
|
| 4. |
Each Team to consist of no more than 16 (sixteen) signed players, with 8 (eight) players playing in any League match, and 9 (nine) playing in any League Team Cup match.

| 5. |
a) Each Team captain to declare their team before 8.30 p.m. and to have not less than four (4) players present at that time.
b) Whilst declaring their team (in either League or Cup match), Captains must nominate their reserve player/players (no restraint on numbers) before start of match.
c) Two scorecards to be completed in every League Match. Home and Away Captains to forward a scorecard each to the League Secretary as per Rule 20. |

If any Team has not arrived by 8.30 p.m., the Opposing Captain must claim the 1st Frame of their choice and one frame may be claimed every 5 minutes thereafter up to 8.45 p.m. (Score 4 – 0), unless the opposing Captain has telephoned with a genuine reason for the delay. Any delays should be reported to League Secretary.
The Opposing Captain must state which frame or frames they are claiming before opening card to reveal opponents names.

a) If any League Pool Match fails to take place on the stipulated Wednesday evening, without prior agreement, then, the offending Away Team will be fined the sum of £20. The Fine raised against the Away Team will be to cover the cost of refreshments by the Home Team, and the League Match Fine for non-fulfilment of fixture. Cancellation of a match by the Home Team will lead to a £10 League fine. (There will be no cancellation of League Pool Matches on any Wednesday evenings, except Under Rule 2).
b) Any team who fails to turn up twice in any season will receive a letter of warning from the League, and if they breach this rule again in the same season, will be expelled from League, fined and banned for 2 years from re-entering the League

If an opposing team does not give a valid reason, and have not arrived by 8.45 p.m. then the result will stand as a win for the team which is present, plus the 3pts for a win and the missing team will be Fined, as per Rule 7. The winning team will be credited with the highest frame score, frames for and against in that Division on the night. If all match results are 4-4 draws they will be credited with 4 four frames “for” only.

All players playing in the Caernarfon and District Pool League must reside within Eight Travelling Miles of Caernarfon Castle Square. (Special dispensation may be granted for players that have played in the League for many years, at the discretion of the League Management Committee).

No team shall have its table more than Eight Miles from Caernarfon Castle Square.

No transfers are allowed between teams in the current season |

If a player signs Two Registration Forms for different Teams during the current season, the player will be suspended until the following season.

No registration of new players will be allowed after the signing deadline, which is 31st December of each year.

All player registration forms must be received by the League Secretary, seven days prior to any player playing in a match

The Home Captain to select the order of play in their Home League matches, after the draw has taken place on the evening of the match. The Home Captain can call on any player on the card. If the player is not present, he then calls another player and at the end of this game the first player is called again. If the player is still not available, the Away Captain must play a nominated reserve or forfeit the game.

In the League’s Divisional Cups and Challenge Cup, nine players are selected to play, with the games to be played down the score card as drawn. a) At the end of the League and Cup matches, the Captains of both teams to sign each scorecard of each match, and make sure that both cards has been correctly completed.
b) Names of Players must be entered in full on both Scorecards by each Captain; to avoid any confusion for Best Performance Record. Failure to comply will result in a £5 fine.

a) The Home Captain to leave a message or text the result of the match immediately after the completion of the match to the League Secretary without fail. Failure to do so will lead to a £5 Fine.
b) League Secretary should only be phoned on Match days, and only by either Captain or Licensee, unless in the case of emergency.

All scorecards must reach League Secretary’s home address not later than 72 hours after the conclusion of the match. If cards are not received by the correct date, the offending Teams will be fined the sum of £5 for first offence, £10 for second offence and £10 plus deduction of one point for any subsequent offence. Scorecards must also be sent in, even if the opponents did not turn up and must be filled in by the Captain as if match had taken place and signed by the Captain who is claiming the match. Opponents’ side must be left completely blank. Scorecards must be forwarded for all League and Cup team matches.

The Referee’s decision is final in all matches.
|

|
All Complaint must be made in writing to the league secretary with in seven days after the match, otherwise no action will be taken

If a complaint is being made by either Captain, the protesting Captain must inform the opposing Captain verbally, that he will be submitting a written complaint to the League’s Executive Committee and the Protesting Captain must not sign the scorecard. |

A copy of the written complaint must also be sent to the Opposing Pool Team Captain within seven days. |

In the event of any player moving away from the area, e.g. to work etc., or in the event of a team losing a player through bereavement, then that particular team will be allowed to sign a replacement player if required but not from another team in the League
|

In the event of Teams being tied on points at the “Final Match of the Season” in any League of the Caernarfon and District Pool League, then the aggregate number of frames for the season will come into effect. If the teams are still tied a play off match will be played at a neutral venue nominated by the League Committee. (Order Of Play To Be Pulled Out Of A Hat)

Any failure of Club representatives to turn up at the appropriate venue to be involved in the Captains, Singles or Doubles Cups on the dates nominated by the League’s Executive Committee will result in the clubs involved being Fined the sum of £5

All Teams who are members of the Caernarfon and District Pool League must compete in their Divisional Cups and the Challenge Cup Competition. Failure to do so will lead to a £10 Fine.

Refreshments for any Cup Matches will not be covered by any Fines raised by the non-fulfilment of fixtures.

In the Singles and Doubles Competition of the Pool League, each member Club will enter a minimum of two and up to four in a Singles and two pairs into the Doubles The Club captain will complete an issued League form with the information required to the League’s Secretary by a Fixed Date each season. No Club will be exempt from these competitions

All Semi-Finals and Finals of the Divisional and Challenge Cup Competitions to be played at Caernarfon Town Football Supporters Club but in the case of the home team being involved in any Semi-final or Final they will be asked to play on the neutral table at the Club, and played in accordance with Rule 16.
a) Procedure for cancelling cup matches you must ring opposing captain and league secretary 24 hrs (no later). Both captains must agree to play on a date within 7 days. If a date cannot be agreed on then the committee will set a date. this includes Quarter Finals and up to Semi Finals

The Captains, Singles and Doubles Cups Semi-Finals and Finals will be played at The Caernarfon Town Football Supporters Club The Semi-Finals for each of the Cups will be played the best of 5 Frames, and the Finals will be played over the best of 5 Frames.
(b) The Open Singles Cup Will be played at the Caernarfon Town Football Supporters Club (unless you are informed otherwise) all round`s up to the final to be the best of 5 frames and the final will be the best of 7 frames.

Trophies that are won by any Hotel, Inn, Club or Individual, who is a member of the Caernarfon and District Pool League, will be retained for a twelve month period by the winner, and the loss or damage caused to the Trophies during this period will be held as their responsibility. The engraving of the trophies is the responsibility of the holders.

Each venue must have a rest and a spider available for both sets of players to use, during all League competitions. Failure to comply with this rule will result in a £10 Fine, each time it is brought to the League’s attention.

Any team that withdraws from the League, either after fixtures have been printed or mid-season will automatically be fined £40 for withdrawing plus any penalties incurred during season plus face a 2 year ban from reapplying for membership. The 2 year ban will start from date of withdrawal. All fixtures completed by a team that withdraws at any time during the season, will be void. League Tables and Best Performance Tables will be adjusted accordingly. |

All Fines are to be sent to Licensee, with a reminder that if any fine is not paid within 14 days a reminder (One only) will be sent out at an administration charge of £5, and if that fine is not paid within 28 days of offence then that team will be automatically suspended, until that fine is paid and any match missed due to the suspension will incur a fine for non-fulfilment of fixture as per League rules. |

Captains Cup – In the case of a Captain being unable or not wishing to participate in this competition, then only the Vice-Captain will be allowed to take his or her place, but only with permission of the League Secretary before they have participated in the competition. Once a player has played then they cannot be changed for any reason. |

Singles and Doubles Competitions – If it is necessary to change the names of players for these competitions, then they can only be done with the permission of the League Secretary, before they have participated in the competition. Once a player/players has/have played then they cannot be changed for any reason |

The League Committee expects that each Captain plays the game in an honourable and sporting manner, but this is entirely at the discretion and fairness of the Captain. If both players who are meant to play each other are absent and no reserve/subs are available then that frame will become void, and if a team leads 4-3, the result will stand as a win to that team and they will receive 3 pts. |

Teams will be given adequate and fair notice of all competitions but no reminders will be sent. Any team or individuals who do not submit entries by the specified date will not be allowed to participate. |
